The skeletal horse can only be obtained by first brewing up a flesh-eating potion made by the alchemist. Use the potion on a horse and it will begin to rot away the flesh. If you use the potion on any other animal, it will just poison them. Horses can suddenly attack while they are being turned so it is your job to keep them from dying. There is a very slim chance that the horse will turn into a skeletal horse.

Skeletal horses can only be ridden by Necromancers and Revenants or those with at least 100 Necromancy skill.

Increasing your chances

Although any horse can be used, the rarer the horse, the greater the chance you will have the potion works and you will gain a skeletal horse. See the chart below on how to increase your chances. Chance increases are cumulative meaning you add each increase if you meet the requirement.

Requirement Chance
Having 80 Necro or higher 3% chance increase
Having 90 Necro or higher 3% chance increase
Having 100 Necro or higher 4% chance increase
Uncommon horses such as fey, high fey, elven, dwarven, praetorian, snow 5% chance increase
Rare horses such as drow or draconian 10% chance increase
Vampire horse 20% chance increase

The highest chance you can have is 34%.
